Hong Kong reveals Article 23 security law draft with severe penalties

BEIJING -- Hong Kong's government on Friday revealed the draft of a homegrown national security law to the city's legislature, as it moves to expand upon legislation previously imposed by Beijing.

The contentious law, if passed, would allow authorities to detain and punish anyone found to have "intent" to endanger national security, with a maximum penalty of life imprisonment -- the harshest possible punishment in the city's judicial system.
