SHANGHAI -- The Chinese Communist Party released on Sunday a lengthy long-term policy blueprint adopted at a meeting of high-level members last week. The closely watched meeting, known as the third plenum, came against the backdrop of slowing economic growth exacerbated by a major downturn in the property sector as well as rising trade tensions with the U.S. and other countries.
